Elizabeth McGovern (born Elizabeth Baldwin, December 5, 1964) is an American lawyer, businesswoman, conservationist, and filmmaker from Hopkinsville, Kentucky. She sits on the board of the Emory University School of Law, and is a prominent figure in the field of animal rights activism.

Elizabeth is most well known for pushing states to revise policies regarding animals in captivity. Some of her notable work includes advocating for human methods of euthanization in animal shelters, regulations on the dog breeding industry, and preventing the trade of exotic species. Since 2016 Elizabeth has worked on getting the Big Cat Public Safety Act (BCPSA) passed by congress.
