Moncef Belkhayat was born in 1970 in Rabat. He is the current Minister of Youth and Sports in the Government Abbas El Fassi
In 1988, he earned his bachelor of science experiments. In 1992, he graduated from the Higher Institute of Commerce and Business Administration (ISCA). From 1991 to 1995 he served as marketing manager in the group Procter & Gamble Morocco before becoming regional sales manager in Saudi Arabia from 1996 to 1998 and then development director Africa and Middle East from 1998 to 2000. He joined the company in 2000 Meditelecom as Director of Central Trade Point. After being denied the presidency of Meditel, he was drafted by Benjelloun who appointed him CEO of the holding company subsidiary of Atcom Finance.com since November 2007, he has spearheaded the project Hanouty, who has not had the results expected and could not open 3000 stores initially planned, the adventure ends in autumn 2009 with the dismantling of the entity. Moreover, he was marketing director of the Festival of Rabat Mawazine between 2007 and 2009.
When reworking the July 29, 2009, he was appointed Minister of Youth and Sports in the Government Abbas El Fassi. He said he was Istiqlal (PI) but when he was asked to minister on behalf of the National Rally of Independents (RNI) has accepted to be minister.
