Tepeören is a neighborhood located within the Tuzla district of Istanbul, situated at the border of Kocaeli. The neighborhood muhtar is Hasan Arslan, who took office with the 2019 local elections.[1]

History

The Turkish settlement in the area dates back to before the conquest of Istanbul by the Ottomans. The local population consists of Turks from the Manav ethnic group. The first settlement in the area was established by the Manav Turks, who engaged in agriculture and livestock farming.[2] Before the establishment of the Republic, Tepeören was known as "Tepeviran," and there is still a street in the neighborhood that bears this name today.[2][3]

On December 30, 1998, Tepeören Neighborhood was connected to the Orhanlı municipality; however, the local residents reacted to this situation by organizing protests and collecting signatures to express their desire to be attached to Akfırat Municipality, requesting a referendum. In the referendum held, 632 out of 825 eligible voters participated, and 87% of the votes were cast in favor of joining Akfırat. With Tepeören's connection to Akfırat, the Orhanlı Municipality objected to this result and filed a lawsuit in the Istanbul 5th Administrative Court. As a result, Tepeören was reattached to Orhanlı in January 2002. Following this, the Akfırat Municipality appealed to the Council of State, which ruled that the Istanbul 5th Administrative Court did not have the authority in this matter and ordered Tepeören to be reattached to Akfırat.[4][5]

In 2008, with the closure of the town municipalities, Tepeören became a neighborhood affiliated with Tuzla Municipality.[1][4]

Tuzla Orhanlı Multi-Program Anatolian High School was demolished by a ministerial decision because it was located in the flight path of Sabiha Gökçen Airport. Education is temporarily being conducted in the classrooms of Tepeören Vocational and Technical Anatolian High School.[8]

  • Via Eski Ankara Asfaltı Avenue, you can head west towards Kurtköy, Sultanbeyli, and Üsküdar, and east towards Gebze, İzmit, and Ankara.  
  • Via Medeniyet Boulevard, you can access Okan University, İstanbul Park, Kurtdoğmuş, and Ballıca.  
  • Via Süleymaniye Boulevard, you can access Akfırat, Göçbeyli, and Ovacık.  
  • Via Democracy Avenue, you can access Orhanlı, Aydınlı, and Tuzla.

Before being transferred to the Istanbul Metropolitan Municipality in 2018 under an agreement, Eski Ankara Asfaltı Avenue was provincial road number 34.25, belonging to the General Directorate of Highways. It was used as the main route between Ankara and Istanbul (Üsküdar) prior to the construction of the D.100 highway.

İETT lines C88 Pendik-Orhanlı[25] minibüs line.

The routes passing through the center of Tepeören are the C88 minibus line, and the 132, 132T, 133AK, and 133P bus lines.[26] Other routes pass through İstanbul Park Boulevard, which is within the borders of Tepeören.[27]

Among the election promises of Eren Ali Bingöl, who was elected as the new mayor of Tuzla in the 2024 local elections, is the planned İçmeler-Tuzla Organized Industrial Zone tram line, which is set to pass through Tepeören as well.[28] However, there have been no developments regarding this issue since the local elections.
