Rhode Island Ocean Special Area Management Plan (Ocean SAMP) helped prevent and minimize conflict by using marine spatial planning. Ocean SAMP is an ongoing, adaptive plan that helps Rhode Island decide, “as collaboratively and openly as possible” the best placement for things such as wind turbines, fishing, and boating while also protecting the habitat. It utilizes coastal management tools and strategies that are built from hearing the voices of regulatory agencies, advisory boards, and other major stakeholders in the region.[1]
