Mihai-Ioan Mutascu (/mtæsku/; December 21, 1974) is an Romanian economist known for his work on wavelet application in Economics. Having wavelet as main methodology, many of his contributions cover the tax - spending hypotheses (public economics) and trade - gas emissions nexus (international and environmental economics), respectively.

Mutascu graduated from West University of Timisoara, Faculty of Economics and Law, with a degree in 'Finance and Insurance' (1997), also receiving a MSc in 'Taxation' (1999) from the same institution. He defended his PhD in 'Public Economics' at West University of Timisoara (2004), being Habilitated in Finance at Bucharest University of Economic Studies (2013), and Economics at Laboratoire d'Economie d'Orleans (LEO), University of Orleans (2014).

In 1999, Mutascu had a World Bank Scholarship for doctoral research and documentation at Lille University of Science and Technology - Lille 1, while he served as Marie Skłodowska-Curie fellow between 2016 and 2017, at the Loire Valley Institute for Advanced Studies, Orléans & Tours, France, under the aegis of European Commission.
