The Association of Americans Resident Overseas (AARO) is a global, non-profit, non-partisan, volunteer based organization dedicated to helping Americans who live outside of the country with members in over 40 countries.

Despite the Association existing de facto and being advertised in the International Herald Tribune on June 24th of 1973[4] it was officially created as a 1901 french association on January 17th of 1974.[5]

It researches issues that significantly affect the lives of overseas Americans such as the number of americans living abroad[6] [7] [8] [9], extraterritorial taxation[10] [11] [12], citizenship renouncement[13], reasons why Americans move abroad[14] [15] and banking and keeps its members informed on those issues[16].

The Association has a mission to "create and maintain ties among American citizens and residents of countries other than the United States, with no regard for their political preferences or party affiliations."[17] [18] It aims to achieve equality vis à vis American law with Americans residing in the USA.[19]

As part of its advocacy work AARO educates Congress[20] [21], the media, and the public on topics such as taxation, absentee voting, citizenship, representation, Social Security, and Medicare[22]. Through international outreach, AARO gives a voice to Americans living abroad, often serving as unofficial ambassadors of their country. It provides updates on key issues, alerts for action, and access to a network of experts.[23]

They also provide health insurance options designed for expats, which can be easily moved from country to country.[24] [25]

Notably, AARO is cited multiple times as a reference regarding issues that affect US citizens living abroad. [26] [27]

Phyllis Michaud [28]

Born and raised in Washington, D.C., Phyllis Michaux married a French citizen after World War II. Concerned about American citizenship laws for children born overseas to dual-national couples, she co-founded the Association of American Wives of Europeans (AAWE) and the Association of Americans Resident Overseas (AARO). Her pioneering efforts[29] helped secure citizenship rights for Americans abroad and their children, as well as their rights to vote in federal elections, and to receive Medicare, Social Security benefits, and equitable tax treatment.

In 1996, Michaux was awarded the Eugene Abrams Senior Citizenship Award by American Citizens Abroad, the same year her book, "The Unknown Ambassadors: A Saga of Citizenship"[30] was published, detailing her work for Americans living abroad. She received AARO's first Outstanding Service Award in 2010. Phyllis Michaux passed away in Deauville on June 29, 2015.
