This is a list of characters for the Mega Man Zero series. Names are listed alphabetically within groups that represent their allegiances and motives. All of the characters are voiced by seiyus. (If two names are given, the names in italics are generally the Japanese version).

Resistance

The people of the Resistance were forced to flee the tyrannical rule of Neo Arcadia, which persecuted Reploids as Mavericks regardless of whether they were of Maverick status or not.

Main characters

Ciel

Ciel (シエル, Shieru), voiced by Rie Tanaka, is a human and former Reploid researcher that worked for Neo Arcadia. When Mega Man X disappears eight years before the events of Mega Man Zero begins, Ciel creates Copy X to replace him. She was genetically modified for an unknown purpose before her birth, which is what allows her to attain such a high level of knowledge at such a young age. Additionally, one of her ancestors, another female scientist, was apparently directly responsible for the creation of the original Mother Elf, from which all other cyber elves were spawned.

However, when the Neo Arcadia government begins oppressing and executing Reploids to solve their energy crisis, Ciel migrates with Reploid refugees to a ruined city. Knowing they were being falsely accused, she decides she can not stand by helplessly, and she soon becomes somewhat of a mother figure to many of the Reploid refugees, particularly a young girl she named Alouette. She eventually finds that her only hope is to uncover a legendary hero that most people didn't even believe in anymore: the legendary Maverick Hunter Zero. She seeks for his resting place and eventually found it, though it takes the sacrifice of one of her Cyber-Elves, Passy, to wake him up.

Throughout the games, she continues to help the Resistance, and support Zero as he carries out his missions. After the fall of Ragnarok and the death of Zero, she resolves to keep an eternal peace between humans and Reploids that Zero had been trying to create.

Elpizo

Elpizo (エルピス, Erupisu) is the main antagonist of Mega Man Zero 2. Elpizo, whom used to be known only by his serial number TK-31, is a type of mass produced Reploid that worked at the Neo Arcadian Bureau of Administrative Services. On a survey supervised by Harpuia to collect data from the then newly discovered Sunken Library, TK-31 stumbles on a holographic record of the Elf Wars despite being ordered to avoid independent action and to report everything. He views the history of the wars, including the creation of the Mother Elf, and is told not to divulge this information by Harpuia. Though he does just that, and is branded a Maverick. Though, he is able to escape due to the Resistance attacking Neo Arcadia, taking on the name Elpizo. He joins them, helps build a better base, and is given the title of commander by Ciel.

Obsessed with destroying Neo Arcadia, he executes his "Operation Righteous Strike", despite the wishes of Ciel. When Zero comes back into the picture, Elpizo furthers his plans and is utterly defeated at the hands of the three remaining Guardians. He soon becomes obsessed with obtaining the power of the Dark Elf and using it to destroy Neo Arcadia and all human beings. Penetrating the shrine where X's body was kept as a seal over the Dark Elf, Elpizo destroys X's body and absorbs the Dark Elf. He is subsequently destroyed by Zero. A dying Elpizo apologizes for his actions, claiming if Zero hadn't defeated him, he would have "done something unforgivable", but the Dark Elf, turning good for a brief moment, transforms Elpizo into a Cyber-Elf. Elpizo then disappeares.

Original X

CV: Takahiro Mizushima

This is the original Mega Man X and original founder of Neo Arcadia. Having sacrificed his body to imprison the Dark Elf (due to the original seals power being overcomed by the Dark Elf's power), X lives on as a ghostly Cyber Elf. He can also manifest as a holographic version of his original robot form, dressed in a blue robe with what appears to be a halo around his head. He aids Zero throughout the series and still possesses great power. After his original body is destroyed he finds himself losing power... according to the book Vile's Incident. At the end MegaMan Zero 3 X along with the ghostly form of Phantom heal Leviathan and Fenfir and gather the remaining three guardians to help Zero defeat Omega. X proclaims to Zero and Weil that he once defeated this Omega with Zero long ago and he will help with Omega's defeat once again. X further motivates Zero by saying that the heart and not the body is what truly counts, which gives Zero the drive to finish Omega and his original body off. Hovering over an unconscious Zero X says that he doesn't have much time left in this world and that he asks Zero to continue fighting for the future of both reploids and humans. Artwork made for Mega Man Zero 4 depicts the four guardians and Original X wearing robes while they watch Ragnarok fall apart.

Zero

CV: Yuuto Kazama

The main character of the series. Sometime towards the end of the Mega Man X timeline, Zero put himself into stasis. He was resurrected by Ciel and now aids the Resistance forces. Spending the first few days with resistance with little memory of his former life, Zero seemed to have doubts whether he was actually the legendary hero of that name from the past.

Minor characters

Alouette

Alouette (アルエット, Aruetto), voiced by Ryou Hirohashi, is a Reploid child. She was destined for destruction from the oppressive forces of Neo Arcadia, but was rescued by the Resistance, a small band of reploids who opposed Neo Arcadia and led by the human scientist, Ciel. In the events of Mega Man Zero, Ciel instantly took in Alouette and has treated her compassionately and like a daughter, despite being a Reploid. Ciel worries often about Alouette, and Alouette about Ciel. She named Alouette, and makes her toys to play with. Ciel has even said that she can feel relaxed, no matter what is happening, as long as she knows Alouette is there. The two are very close, and if something were to happen to Alouette, a part of Ciel would no doubt die. Throughout the series in Mega Man Zero 2, Mega Man Zero 3 and Mega Man Zero 4, Alouette plays a reoccurring supporting role to the main character, Zero.

Andre / Andrew

CV: Ikuo Nishikawa

An old Reploid hanging around the Resistance Base. Used to be in love with a human girl, but when she aged, she started to get resentful of him as he could never age. He had himself rebuilt to look older so that she wouldn't stay resentful of him and lived together with her until she died. Not once did he regret ever remodelling his body for her.

Andrew particularly loves to tell stories. In the games, he often asks Zero if he would like to listen to his stories, eventually giving some appreciation goodies. In the Remastered Tracks Rockman Zero TELOS drama track "Alouette's Diary", Andrew was too eager to tell stories, despite the fact that Alouette only wanted to ask for his suggestion for naming the Baby Elves.

Note the name Andrew is a popular male name that comes from Greek, but the right way of Resistance characters names is French in the Japanese version, so the right form of his name in the Japanese version is Andre, that is Andrew in French, Andre is the French word for "manly".

Cerveau

Cerveau (セルヴォ, Seruvo) is a Reploid engineer who was exiled with the Resistance. Since that time, though, he felt somewhat inadequate at his job. It was his development of Zero's weapons that made him regain his confidence and make a real difference to the world. He is busy and hard-working, but felt he didn't match up to necessity in his engineering skills. Though he was doubtful at first that Zero was who he seemed, he was also fascinated with the potential energy of his weaponry. He developed the weaponry and later admitted that he believed Zero's identity, and had regained his confidence by designing such weapons as the Shield Boomerang and Triple Rod. He claims he has had ideas stolen before and that, it seems, may have been what shattered his confidence, making him unenthused about his job and, he claims, sloppy. With Zero's return in Mega Man Zero 2, he is greatly enthused to be working with him again, albeit slightly disappointed that Zero managed to destroy all of his weaponry in the previous year.

Colbor

Colbor is an eager, hardworker, but this trait has gotten him into trouble. For example, he and his squad attempted to break into a Neo Arcadian base, but only the arrival of Zero saved him from being terminated at the hands of Harpuia.

Later, he headed a Resistance rescue team to try to evacuate the humans and reploids in Neo Arcadia just before it was destroyed by Ragnarok.

When you rescue him in the first game after kill Harpuia, you can find Colbor in the first room from the third floor of the Resistance Base.

His name is a mistranslation of Corbeau, the French word for "crow".

Jaune / Joan

She is the blond-haired analyst Reploid girl who made her debut in Mega Man Zero 2, though she was never called by her name. The games never truly say much about her, however, a bit of her personality is shown in one drama track in RTRZ 3: Telos. There, she is portrayed as less serious than Rouge (addressing Alouette as Alouette-chan). Jaune is the French word for "yellow" and might be related to her hair color. It makes more sense that her name is Jaune since the other analyst as also a color name.

Rouge

She is the red-haired analyst Reploid girl who made her debut in Mega Man Zero 2, though she was never called by her name (although her bestiary entry in Mega Man Zero 4 states her name). The games never truly say much about her, however, a bit of her personality is shown in one drama track in RTRZ 3: Telos. There, she is portrayed as rather serious (addressing Alouette as Alouette-san), as opposed to Jaune. Rouge is the French word for "red" and might be related to her hair color.

Perroquiet

A small Reploid that wears glasses. An assistant to Ciel, he can almost always be found in the Resistance Base's archives.

Perroquet is the French word for "parrot". Note that his name as shown in the game as a grammar mistake which must be intentional but can still be clearly related to the bird's name.

Rocinolle

She helps nurse wounded Reploids in the Resistance Base and once looked after Harpuia when he was wounded heavily by Omega.

Rossignol is the French word for "nightingale". Note that her name as shown in the game as grammars mistakes which must be intentional but can still be clearly related to the bird's name. Probably the name Rossignol is her Japanese version name.

Caravan members

Note that all members of the caravan, including Neige, have names related to the weather. The current descriptions have been extracted directly from the MZ 4 game's database.

Brise

Human that feels no ill will toward reploids. Her grandmother used to be a student of Andrew's when he was a teacher.

Brise is the French word for "breeze".

Neige

CV: Yuko Goto

A human reporter that fled Neo Arcadia when Dr. Weil seized control. She organized a convoy of humans and guided them to Area Zero, where the crashed climate control system of the Eurasia Colony's remains was still active and had created a rare patch of real nature. Before her departure of Neo Arcadia, she developed a relationship and subsequently fell in love with a battle Reploid named Kraft.

During Zero's triumphant battles against Weil's new Einjinhar group, she briefly encounters Kraft whom she chastises for his actions. She tells him she'd rather die than live under Weil's rule, which gives him the idea of destroying Neo Arcadia. After Weil and Craft are defeated, Neige makes it her new goal to ensure the stability of peace between Repolids and humans.

Neige is the French word for "snow".

Rafale

Function as the leader for the caravan. Trusted by everyone. Rafale is the French word for "strong gust".

Tempete

Human who gards the baggages. Only trust X. Tempête is the French word for "tempest".

Tornado

He is trying to bring all of the humans to Area Zero. Called Tornade in the Japanese version, the French word for Tornado.

Typhon

A little boy that has joined the caravan. Friendly to Zero. Typhon is the French word for "Typhoon", only difference being the spelling (and the pronunciation, Tee-fonn).

Neo Arcadia

Main article: Neo Arcadia

Neo Arcadia is a city built by humans and Reploids together in the wastelands of post-war Earth. Humans live at the expense of the Reploids that maintain their utopia. Despite this, Reploids rule Neo Arcadia and protect human society and the majority of the Neo Arcadian characters that appear in the game are Reploids.

During the course of the Mega Man Zero Series, the Ruler of Neo Arcadia changes four times: from Original X to Copy X, from Copy X to Harpuia, from Harpuia to Copy X Mk II, from Copy X Mk II to Dr. Weil.

Copy X's regime

Copy X's regime differs from Original X's in that his regime persecutes Reploids indiscriminately.

Copy X

Copy X (コピーエックス, Kopī Ekkusu), voiced by Yuka Imai, is a copy of Mega Man X created by a scientist named Ciel. After X used his body sealed away the Dark Elf, creating Copy X was a remedy to fill the void left behind. The only problem facing them was this new copy, not having any of the battle experience or memories of the original, was thus fairly naive in his thought processes. With Neo Arcadia facing an energy crisis while the Reploids increased in number, Copy X decides that Reploids are at the heart of the problem. Neo Arcadia's "iron-fisted" policy of justice in which Reploids were mercilessly executed and branded as Mavericks without cause or provocation thus starts in the events of the first Mega Man Zero game.

Copy X uses his armies and his Four Guardians to lead attacks on the bands that fled Neo Arcadia, often wiping out mass amounts in single attacks. When the Resistance discovers the legendary hero, Zero, it becomes a problem for Copy X and his armies as Zero begins destroying his forces. Zero eventually confronts him in Area X, where Copy X maintains that he is the perfect copy, and that he has achieved true peace. He dons armor that is capable of bestowing different elemental affinities and implents an air dash feature. After losing to Zero, Zero tells him that despite his memory loss, he was sure the original X was much stronger. Furious at Zero's mocking tone, he assumes a gigantic Seraph battle form, but he is ultimately brought down again. Copy X then self-destructs in one final attempt to kill Zero.

After Dark Elf had been unleashed, Dr. Weil, using his advanced powers of DNA Resurrection, brings back Copy X along. Due to a vocal bug, Mark II has a stutter, but is equipped with the same combat capacities of his first form. Copy X mk-II this time assumes control of Neo Arcadia once more, with Weil as his chief adviser, though it seems he is obeying Weil's every suggestion or command. Again, Zero confronts and defeats him. Afterwards, the real X appears, and states that Dr. Weil was using Copy X as a tool. In light of this, Copy X attempts to morph into his powerful battle form once again, but a sabotage device planted on him by Dr. Weil to prevent any rebellion causes Copy X to self-destruct instead.

The Big Four / The Four Guardians

The four Big Four (Shitenno) / Guardians ("heavenly kings") are a series of reploids created from X's DNA, whom served as Guardians to both Original X and Copy X. They each control an element and carry a weapon analogous to one of Zero's: Harpuia's twin blades mimic the Z-Saber, Leviathan's spear is analogous to the Triple Rod, Fefnir's twin cannons Sodom and Gomorrah are equivalent to the Buster Shot, and Phantom's fuuma shuriken is like the Shield Boomerang. The Shitennou / Guardians are fierce adversaries in the first two games, but in the third game they help Zero (though they are still opposed to him) against Omega.

All four guardians appear in a way in Mega Man ZX in the form of biometals, (Model H for Harpuia, Model F for Fefnir, Model L for Leviathan, and Model P for Phantom) however it isn't known if these are actually the guardians or not, as Model H speaks as if he actually is Harpuia, yet supposedly they all died at the end of Z3.

Fefnir

Fighting Fefnir (「闘将」ファーブニル, "Tōshō" Fābuniru, lit. "'Fighter General' Fafnir"; known as Fafnir in Japan), voiced by Kazuya Nakai, is the leader of the "Army of Ash Flames" of Neo Arcadia. Fefnir's schematics were based on that of X's capabilities of ground combat. He is one of the Four Guardians designed to protect Copy X. He wields two arm cannons, named Sodom and Gommorah. He was faithful to Copy X and oversaw a pupil, Anubis Necromancess III. His original purpose was to clean the land after the Eurasia incident. Fefnir also appears in Mega Man ZX as Biometal F. Vent or Aile can use Biometal F after combining it with Biometal X to become Model FX.

In the first Mega Man Zero, Fefnir launches an assault on the Resistance Base, and tries to defend Copy X, ending up defeated both times. After Copy X is destroyed, he defends Neo Arcadia, and tries to stop Elpizo from infiltrating the Sanctum of Yggdrasil, the location of the original X's dormant body. He became infected by the Baby Elves' power, transforming him into a form that resembles a tank, and only becomes cable of wanting to fight Zero. Though defeated, Fefnir is not destroyed, and later takes part in mission to investigate the wreckage of a crashed spaceship that contains the exiled Reploid, Omega at the beginning of Mega Man Zero 3. He is heavily damaged in the battle and doesn'y not reappear again until the final battle with Omega, only being mentioned, along with Leviathan, once in the game, in which Harpuia remarks to X that "Fefnir and Leviathan are still undergoing repairs". Fefnir, along with Harpuia and Leviathan, died at the end of Mega Man Zero 3 under Omega's explosion.

Fefnir also appears in the Manga adaption of the series. He is no longer a copy of X but a new type of Reploid altogether. He was the first to fight Zero and was defeated. When Zero was brought before Cial(Ciel's evil twin), he rejected the thought, stating that he would be watching Zero. Fefnir's(along with Phantom and Leviathan's) suspicions were correct when Zero took Cial hostage. After they got Cial out of Zero's reach Fefnir and the other Generals merged to form "the ultimate reploid"(Copy X) and was destroyed by Zero.

Harpuia

Sage Harpuia (「賢将」ハルピュイア, "Kenshō" Harupyuia, lit. "'Sage General' Harpuia"), voiced by Megumi Ogata, is leader of Neo Arcadia's "Army of the Fierce Sky". Harpuia's schematics were based on that of X's capabilities of air combat. He is one of the Four Guardians of Copy X and oversees a pupil, Herculious Anchus. He worked on creating a biosphere before he was a guardian. In Mega Man ZX, the player finds two halves of a Biometal H, which after combining it with Biometal X becomes Model HX, a "Mega Man of Wind" resembling Harpuia's form. It claims that it fought for humans centuries ago.

Before the storyline of Mega Man Zero, Harpuia led an expedition to a Sunken Library to retrieve data from the ruins. In the game, he carries out missions for Copy X and Neo Arcadia, and in a last effort, he tries to defend Copy X from Zero; though it doesn't work. With the defeat of Copy X, Harpuia is appointed Leader of Neo Arcadia by the Neo Arcadian Government in Mega Man Zero 2. Under his guidance, Neo Arcadia continues to route out the Resistance. He tries to stop Elpizo from freeing the Dark Elf, but succumbs to the power of the Baby Cyber Elves, transforming into Armed Phenomenon, a form resembles a flying machine. After his defeat by Zero's hand, he pleads with Zero to protect X's body. In Mega Man Zero 3, Harpuia recoveres after his defeat at the Temple of Wind and later took part in a Mission to investigate a fallen spaceship, in which resided the banished Reploid, Omega. He soon follows the newly created Copy X-MkII by the hands of Dr. Weil, but later revolts after Copy X's death. Harpuia, along with Fefnir and Leviathan, help to battle Omega, and die under Omega's explosion.

Harpuia also appears in the manga adaption of the series. He is the final general to fight Zero and the first to use cyber elves. He's no longer based off X, but a new generation reploid, incapable of being infected with the maverick virus. He later merges with the other three generals to form the "ultimate reploid" and is destroyed by Zero.

Leviathan

Fairy Leviathan (「妖将」レヴィアタン, "Yōshō" Reviatan, lit. "'Fairy General' Leviathan), voiced by Yuka Imai, is leader of the "Army of the Dark Oceans" of Neo Arcadia. Leviathan's schematics were based on that of X's capabilities of underwater combat. She is one of the Four Guardians, designed to protect her Master, X. She was fiercely faithful to X and oversaw a pupil, Blizack Stagroff. Before serving X, she acted as a water purifier. Leviathan makes an appearance under a different form, Biometal L in Mega Man ZX.

During the first game, Leviathan serves X faithfully, and after X's defeat, she fights to defend Neo Arcadia from Elpizo's invading force. Soon after, she confronts Elpizo again, but becomes infected, transforming into a battle form that resembles a fish that fights Zero. Though defeated, Leviathan isn't destroyed, and later takes part in a mission to investigate the wreckage of a crashed spaceship that contained the exiled Reploid, Omega in Mega Man Zero 3. She becomes damaged once again, and only reappears to help defeat Omega. Leviathan, along with Fefnir and Harpuia, die under Omega's explosion.

Phantom

Phantom (「隠将」ファントム, "Inshō" Fantomu, lit. "'Shadow General' Phantom"), voiced by Tetsu Inada, is the head of the "Shadow-Slashing Army" of Neo Arcadia with the title of "Shadow General". Phantom's schematics were based on that of X's capabilities of stealth. He is one of the Four Guardians of Copy X and oversaw his pupils, Hanumachine and Tech Kraken. His first appearance is in Mega Man Zero, where he carries out missions to help Copy X and Neo Arcadia. When he confronted Zero again in Neo Arcadia's Core, he was again defeated, but this time self-destructed in hopes that his explosion would harm Zero. Zero escaped, however, and went on to defeat Copy X.

After his death, Phantom's spirit enters cyberspace, where he encounters Zero in Mega Man Zero 3. In Cyberspace, the world where all data is sent along with reploids after death, Phantom learned all truths about the past. He claims Zero never had the strength within him to be a hero. However, Phantom recants, after being defeated by Zero, and encourages Zero to cross blades with Omega to prove himself once and for all. Phantom also appears in Mega Man ZX as the Biometal P. In ZX, he is fiercely loyal to Biometal X, much like his Reploid counterpart. P and X also combine to become the stealth-oriented Model PX.

Phantom, like the other generals, also makes an appearance in the Manga adaption of the series. In this, he was one of the new generation reploids. He fights Zero, but is forced to escape by replacing himself with a log. He later merges with the other Generals to from the ultimate reploid, Copy X. He is destroyed, along with the other three generals, when the Copy X is destroyed.

Mythos Repliroids / Mutos Reploids

The "Mythos Repliroids," are Reploids (generally bosses) that appear like a cross between a humanoid and an animal and are often modeled after the image of mythological beings. While they are meant to defend humanity, this was no longer the case when Dr. Weil took charge of Neo Arcadia.

Dr. Weil's Regime

The Regime of Dr. Weil differs to that of Copy X only in one regard: humans are equally persecuted as Reploids.

Crea and Prea

These Cyber Elves consider the Dark Elf their mother, and are constantly trying to catch up to her. Weil deludes them into thinking he is on their side, and the two fight Zero twice during the third game though they also seem to have a personal conflict with Zero for stopping their mother. Crea seems to control ice, while Prea uses fire, but they have no elemental weaknesses. Their Japanese names are Créer and Prier, French words for "create" and "pray" respectively. They were named by Alouette as seen in Mega Man Zero 3.

Dark Elf

The Dark Elf (ダークエルフ, Dākuerufu, Romanized Darkelf in Japan) or Mother Elf (マザーエルフ, Mazāerufu, Romanized Motherelf in Japan) is the first Cyber Elf created in the series. She is created during Maverick wars from the Maverick Virus data in Zero's body, as a "Sigma Antibody Program" capable of counteracting the Maverick Virus and Sigma's DNA. Mega Man X uses the power of this Elf to finally destroy the Maverick Virus' negative attributes for good, thus ending the Maverick Wars. Following the construction of Neo Arcadia, the Elf is stolen from a laboratory by the evil Dr. Weil, who places a "curse" on her. Dr. Weil then uses her to instigate the Elf Wars. X and Zero together stop Weil and his reploid Omega, and after Zero begins his hibernation, X seals the Elf away at the base of Yggdrasil for good, using his own body as the seal.

The Elf then disappears into myth and legend along with Zero for 100 years, until the commander of the Resistance, Elpizo, seeks to gain the power of the Elf in the events of Mega Man Zero 2. This quest leads Elpizo to seek out two Baby Elves, which in turn lead him to an area deep inside Neo Arcadia, where he destroys the original X's body and releases the Dark Elf. The Elf gives Elpizo powers, but not enough with which to defeat Zero. After healing Elpizo and turning him into a Cyber Elf, the Dark Elf vanishes after faintly saying "... Zero...". Soon after, Weil seeks the Elf out, letting it become absorbed by Omega. Upon Omega's ultimate defeat, the curse of Weil is finally broken, and the Dark Elf becomes good once again.

Einherjar Eight Warriors

Eight Reploids that fight for Dr. Weil. One, Tech Kraken, used to belong to Phantom's Zan'ei Army, and seems to be more motivated to avenge Phantom than to follow Weil. The rest are fiercely loyal to Dr. Weil. All of them are responsible for Operation Ragnarok, and with Zero standing between Area Zero and the Operation, they are determined to retire him.

Vile Numbers / Weil's Numbers

Originally the Hachishinkan, or Eight Gentle Judges, they became known as Weil's Numbers (Vile Numbers) after his upgrades to them. All of them are responsible for the duties in Neo Arcadia Central Council.

Kraft / Craft

CV: Kenta Miyake

A Reploid soldier that fought for the former Neo Arcadia, and now the leader of the Einherjar Eight Warriors. He once saved the reporter Neige when she was attacked by a Maverick, and later fell in love with her. Kraft willingly joined Dr. Weil in order to guarantee Neige's survival. He believes that humans, including Neige, should not rebel against Dr. Weil, so that they survive.

Over the course of Mega Man Zero 4, Craft was touched by the words of Neige, and his actions became more drastic. He lost all respect for those that would accept Weil's rule without question, and rebelled against Weil himself. Due to the severity of his actions against the humans living in the former Neo Arcadia, Kraft was forced to do battle with Zero. Kraft was defeated aboard the satellite cannon, Ragnarok, which he was probably still on when it was destroyed.

Omega

Omega (オメガ) is the central antagonist of Mega Man Zero 3. Omega was an extremely powerful reploid created by the scientist Dr.Weil by modifying Zero's original body sometime before the events of the Elf Wars in the time of the Mega Man X series. Zero sealed himself away to remove a dangerous component from himself. Sometime after Zero's mind was removed for study, Dr. Weil located the body, reprogrammed it with the mind of a new reploid, awakened the body's power to its full potential, and created a massive body of armour to contain Zero's original body within its core to control its massive powers. This body was also intended to be compatible with the Dark Elf in order to enhance its powers even further. Weil used his creation extensively to cause massive destruction during the Elf Wars. Although he was powerful, and wreaked havoc in the Elf Wars, he was defeated soundly by Megaman X and Zero (who had gained a new body) and was confined to a massive spaceship that was sent into space.

However, in the events of Mega Man Zero 3, Weil somehow manages to release Omega's ship from orbit and began his plans for revenge on humanity. After taking control of him, Weil has him absorb the Dark Elf, and uses him to try to take control of the world. After being confronted by Zero, he transforms into a giant robot with a main head very similar to High Max, and shoulders similar-looking to X and Zero's heads. Omega is defeated, and reappears in Zero's original body. With help from Harpuia, Fefnir, Leviathan, and the Mother Elf, released from her curse, Omega is eventually destroyed by Zero.

Dr. Weil

Dr. Weil (Dr.バイル, Dokutā Bairu) is a human scientist who participates in the project to design the original Cyber-Elf, the Mother Elf. In this project, Dr. Weil is a coworker and rival of the ancestress of the future resistance leader Ciel, and both of them have significantly different views on how the Maverick Wars should be resolved. After the Mother Elf is done with her task, Weil is dissatisfied. He believed that the reploids should pay for the carnage their wars caused and should submit to humanity. Weil eventually takes control of the Mother Elf and reprogrammed her, transforming her into the Dark Elf, thus triggering the Elf Wars. Additionally, Dr. Weil successfully steals and fully repairs Zero's original body and gives it a new identity, Omega. With the Dark Elf to control Earth's Reploids and Omega to destroy any and all who opposed him, Weil nearly destroys the entire planet.

After being stopped by X and Zero, Weil is sentenced to be contained within a biomechanical suit that prevents him from deterioration and death. He is then exiled to the wastelands he had made, never to age or die, but only suffer eternally therein. Having been exiled, Dr. Weil begins to plot his revenge on humans and reploid alike. After returning from exile, he regains Omega and creates another Copy X, who declares Weil the Leader of the Neo Arcadian Army. After sabotaging Copy X by causing him to explode, Weil is declared leader of Neo Arcadia. He tries to use this in conjunction with Omega, but Omega is defeated soon after. Weil continues to act as the absolute ruler of Neo Arcadia. Under his rule, humans and Reploids are equally oppressed, with all those that oppose him labelled as Mavericks. He attempts to finish of remaining rebels with Ragnarok, a satellite with a large energy cannon Energy Cannon. This fails, so he decides to crash the satellite into Area Zero. He eventually merges with its core, and is destroyed along with it.

Neo Arcadian Foot Soldiers

Golem

A standard, giant enforcer-type Mechaniloid of Neo Arcadia's forces. Untyped versions appear in the first game, and elemental ones (Type E[lectric], F[ire], and I[ce]) in the second. The elemental ones are weak against the usual types, and have unique attacks: Type E has lasers, type F has flamethrowers, and type I has cannons that shoot giant icicles and snowballs.

Pantheons

The Pantheon (パンテオン, officially Romanized Panteon in Japan) are mass produced degraded Reploid copies of Mega Man X. Pantheons are part of Neo Arcadia's main attack forces and appear in many forms with a variety of different powers. Pantheon jobs range from being soldiers in the battlefield, to being prison guards and police.

By the time of Mega Man Zero 4, Dr. Weil had replaced the Pantheons with the Variant type of Reploids. After the events of the fourth Zero game, each and every Pantheon was disarmed by the survivors of the Ragnarok Incident, finally bringing forth an era of peace.
