Public Administration's Nature and Purpose
The single most significant feature of bureaucracies around the world, whether they are democratic, socialist, or capitalist, is public administration, especially in a socialist state, where the government influences and decides all aspects of citizens' lives.
In ancient and medieval periods, when the initiatives were nothing more than intermittent administrative responsibilities like preserving law and order and collecting revenues with little or no welfare operations, there was a significant shift in the way public administration was carried out. The kings chose the persons who carried out such tasks, and they were no different than their personal servants.
The goal of public administration changed with the changing circumstances, and by the nineteenth century, an organized method had emerged.
