PacificLight is a Singapore-based power generator and electricity retailer committed to helping businesses effectively manage their energy needs. At the core of its competitive edge is its state-of-the art 800MW plant which uses Liquefied Natural Gas (LNG) as its primary fuel, making it one of the most efficient plants currently operating in Singapore. The plant, operated by PacificLight Power, operates at high levels of reliability and meets stringent emissions standards.

PacificLight sells electricity to eligible consumers in Singapore which includes manufacturing companies, shopping malls, SMEs, small businesses including coffee shops and retail outlets.

Description

The S$1.2 billion Power Generation Facility located on Jurong Island, an established industrial area in the south-west area of Singapore commenced operation in 2014[1].

The Power Generation Facility consists of two units comprising Siemens SGT5-4000F combustion turbines, Siemens steam turbine and a Siemens generator mounted on a single shaft which operates in a combined cycle arrangement.  Utilising the latest technology, PacificLight is currently one of the most efficient power plants operating in the Singapore electricity market.

Its robust frequency response, dual fuel flexibility and fast start up capability enables it to meet the stringent performance and regulatory requirements and compete in the extremely competitive Singapore National Electricity Market (“NEMS”).  The Power Plant is highly automated and equipped with redundancy to achieve high efficiency, flexibility, reliability, availability and ease of maintenance.

The entry of the 800MW combined cycle gas turbine facility has added to the diversity of the generation sector and enhances competition in Singapore’s electricity market. 

Unit 10 commenced operation in December 2013 with Unit 20 coming into full operation in January 2014.

PacificLight is owned 70:30 by FPM Power (Singapore) Ltd (HK) and PETRONAS International Corporation (Mauritius) Ltd.

FPM Power (Singapore) Ltd (HK) is a wholly-owned subsidiary of FPM Power Holdings, a joint venture between First Pacific Company, a Hong Kong –based investment management and holding company, and MERALCO PowerGen Corporation, a wholly-owned subsidiary and power generation arm of Manila Electric Company[2].

Clean Development Mechanism

In October 2014, PacificLight’s 800MW power generation facility successfully registered as a Clean Development Mechanism (CDM) project making it the largest CDM project in Singapore. The generation facility is the only fossil fuel-based power project of the five Singapore registered CDM projects and demonstrates the company’s commitment to sustainability[3]
