Comma usage

[edit]

Comma usage after ((In|By|As of) followed by (date))

[edit]

e.g.

In October 2010 something happened.
As of October 2010 this thing has been true.
By October 2010 something happened.

Do you put a comma after 2010?

Comma usage before with

[edit]

e.g.

Sainte-Anne-de-Beaupré stands in a rolling agricultural country, with the foothills of the Laurentian Mountains in the background.

Can you remove the comma before "with"?
