Terminal Automation Modernization Replacement, or TAMR
The Terminal Automation Modernization Replacement, or TAMR as it is known, is the FAA’s program to update and have in place one automation platform in all terminal air traffic control (ATC) facilities.
TAMR encompasses the replacement of the air traffic radar “scopes” with the Standard Terminal Automation Replacement System (STARS). Eventually all terminal facilities will have the STARS “platform”.
It will include an interface with the Automatic Dependent Surveillance Broadcast (ADS-B) system and will provide the controller functionality and capability to control air traffic in a satellite-based air traffic control environment.
There are 3 phases of the program:
- Phase I (2002-2007) - STARS replaced the automated radar processing and display systems at 47 TRACONs and their associated Airport Traffic Control Towers (ATCTs) [1].
- Phase II (2007-2008) - Modernization of 9 additional sites.
- Phase III – This consists of 2 parts:
- - Part 1: upgrade the 11 ARTS IIIE sites to STARS with ADS-B capability.
- - Part 2 - will modernize approximately 100 sites, of which the majority operates ARTS IIE.
This work is being done through an FAA contract to Raytheon Network Centric Systems in Marlborough, MA and includes the development, installation, and implementation of STARS for all phases of the TAMR program. FAA expects to obtain additional functionality and modernization for terminal air traffic control facilities by 2015.
