SHEFFIELD FOOTBALL ASSOCIATION. SEASON 1869—70. The GENERAL ANNUAL MEETING will be held at the ADELPHI Hotel, on Wednesday Evening, Next, the 13th October, at Eight o'Clock, when the following Proposed Alterations will be discussed, viz. :— Proposed by the Mackenzie Club :— To amend Rule 14 and make a new Law. Sheffield Football Association, The third annual general meeting of the above association was held last evening tho house of Mr. Armfield, Adelphi Hotel, Mr. J. C. Shaw presiding. The hon. secretary, Mr. W. Skinner, read the report and balanoe sheet, which showed balance of £6 ss. 3d. in the hands of the treasurer.—On the motion of Mr. Tcinlinson, the report, as read, was adopted.—The following were elected officers for the ensuing year: —Presi- Mr. J. C. Shaw; Vice-President, Mr. R. W. Dickinson; Hon. Sec, Mr. W. Skinner; Treasurer, Mr. J.Tomlinson; Committee, Messrs. C. Skelton (Hallam), J. Paehley (Norfolk), T. Hodgkinson (Mackenzie), C. Mills (Broomhall), C. Stokes (Milton), G. Fowler (Pitsmoor), Jos. Haigh (Norton), M. Lee (Heeley), Jas. Lee (Mechanics'), J. B. Nntt (Fir Vale), J. E. Deans (Garrick), H. Barker (Wellington), W. Littlehales (Wednesday). —Notices of alterations in some of the rules had been given by the Pitsmoor, Norfolk, and Mackenzie Clubs. After a protracted discussion Rule 7 was amended, and also Laws No. 8,12, and 14 were altered.

"No player shall stop the ball with his arm etc." is specified (but no number).

Fair catch rewarded with free kick (possibly erroneous).

Law 7 is given explicitly as for 1870 / 1868, so the claim that law 7 was amended seems incorrect.

  • Law 1: remove rouge flags (1868 explicitly)
  • Law 1: posts are eight yards apart not four (1868 explicitly)
  • Law 5: kick-in not throw-in (1868 only alteration to law 5)
  • Law 5: kick-in in any direction (1868 only alteration to law 5)
  • Law 5: No restriction on touching another player: opponents must be 6 yards away (1868 only alteration to law 5)
  • Law 7: remove reference to rouge flags (prob 1868 -- logically follows from change in law 1)
  • Law 7: throw-in replaced by corner kick (prob 1869 -- recorded change in law 7 in both years and this one is distinct from rouge flags)
  • Law 8 (rouges): deleted (must have been 1868 but numbering in 1868 is without this deletion.)
  • Old law 9 / new law 8: "No player shall hold or carry the ball, or knock or push it on with the hand or arm" -> "No player shall stop the ball with his hand or arm, except in case of a fair catch, or attempted catch" (presumably this is alteration to law 8 as recorded in 1869)
  • Old law 9 / new law 8: opponents must be 6 yards away at free kick (rather than 3). (presumably this is alteration to law 8 as recorded in 1869)
  • Old law 9 / new law 8: append "The defending side shall be exempt from this rule, within three yards of the goal." (presumably this is alteration to law 8 as recorded in 1869)
  • Old law 10 / new law 9: delete reference to rouges. (1870 ???)
  • Old law 10 / new law 9: delete "from a penalty". (1870 ???)
  • Old law 11 / new law 10: append "Any player so offending shall forfeit a free kick to the opposite side" (1868)
  • Old law 12/11 (no throwing passing): deleted (1870 ???)
  • Old law 13/12 (no picking up): deleted (1868 altered to allow fair catch. altered again 1869. deleted 1870???)
  • Old law 14 is now new law 11 but not altered (but it is reported to have been altered 1868. altered back 1870???)
  • Create new law 15/14/12: umpires (this was proposed 1868, must have been added then even though not recorded as adopted. altered 1869)
  • Definitions: add definition of fair catch (must be 1868 -- there is proposal to add definition of term. proposed to be amended in 1869, but no record amendment was carried. Later article for 1869 has different def of fair catch and says it entitles free kick.)
