Generally, I will assess whether or not I will support an RfA candidate based on my interactions with them, their answers to the questions asked them, and the various non-ridiculous arguments brought up by the opposers. I do not regard creating articles from scratch as a must for adminship, much less their DYK, GA, or FA count. I regard anti-vandalism work as more important, as that is the work most admins will likely end up helping in sometimes, regardless of why they originally became an admin.
