Heartlands is a term used in Singapore to refer to the suburban towns, mainly filled with HDB flats, where the majority of the population live.[1] Inhabitants of the heartlands are called heartlanders. Although the term is commonly used, there is no clear definition as to what exactly a heartlander is[2], although they are generally contrasted with elites.[3]
Remaking the Heartlands is a government campaign to improve the heartlands, looking at Punggol, Yishun and Dawson in 2008-2010 and Hougang, Jurong and East Coast in 2011.

Nice example of use here: [1] And that is where the ‘real Singaporean’ lives. Not in Orchard Road. Not in Sentosa or Marina Bay. But in the heartlands, where HDB flats reside.
