A good article evaluation can take a number of forms. The most essential things are to clearly identify the biggest shortcomings, and provide specific guidance on how the article can be improved.

I'm noticing the lack of proper in-line citations in your draft. It is expected to have at least one citation per sentence. Wikipedia has a different standard for these citations compared to typical college write-ups. Check out WP:CS#Parenthetical referencing and WP:IC for more information.
