Article name Ulaganathan Sankar Dr Ulaganathan Sankar, born on 5 June 1935, is a senior Indian economist. He established the Department of Econometrics at University of Madras (MU) in 1978. Dr Raja Chelliah and he founded the Madras School of Economics (MSE) in 1995. His research interests vary over applied econometrics, economics of regulation, farm management, environmental economics, trade and environment and social cost benefit analysis.(1, 3).

Education and career He was Lecturer at Annamalai University, 1959-61 and Research Associate at Gandhian Institute of Studies at Varanasi, 1962-63. He completed Ph.D in econometrics at University of Wisconsin, Madison under Prof. Arnold Zellner in 1967. He was Assistant professor, Associate Professor and Professor at University of Wisconsin-Milwaukee from 1967 to 1977. He was invited as professor in MU in1977. He was founder-Director of MSE in 1995-1999. He has been Honorary Professor since 2000.

He was Coordinator of the World Bank-Ministry of Environment and Forests, (MoEF) Government of India, Capacity Building Programme in Environmental Economics in India, 1998-2002. He advised MoEF on development of economic instruments for pollution control, eco-taxes on polluting inputs and outputs, biodiversity, and sustainable development. MoEF created a Centre of Excellence in Environmental Economics at MSE in 2002. He served on committees of the Planning Commission, Ministry of Commerce and Industry, Ministry of Statistics, National Biodiversity Authority and Indian Council of Social Science Research (1,2). He was member of Government of India delegation to the UN Conference on Environment and Development, Rio de Janeiro, Brazil in 2012.

He served in the editorial advisory boards of Environment and Development Economics, 2002-07 published by Cambridge University, and many Indian economic journals .He had been Chairman, editorial board, Sarvekshana, an Indian statistical journal (7). He was member of University Grants Commission (UGC) PG curriculum committee in economics. He coordinated UGC Special Assistance Programme in Economics at MU, 1986 -1995. !1

His intellectual contributions in the field of environmental economics and cost benefit analysis of space programme are significant (1,3,5,6). His OUP book on Environmental Economics contains several classic papers in the field and is used as a text/reading material for MA and Ph.D students. His book on India’s space programme shows that ‘ISRO was definitely cost effective in most of its space activities and products’ (6). Dr Abdul Kalam, President of India, noted this contribution ‘a good effort and analysis’. Dr Rangarajan, Chairman Economic Advisory Council to Prime Minister,says ‘his contribution ...has been truly one of its kind’(4).
