The lead seems to be mostly the same as the live article. One thing to note that the lead shouldn't be its own section but the very beginning of the article. Your lead does seem to summarize the content and the main ideas of the article but maybe could include other sections as well. It seems to have a major focus on prevention measures given the 2013 bombing and less of the race result. Because of this emphasis on the 2013 bombing, I would've expected the article to have section(s) talking about that — details of the increased security, memorial events, or others.

The drafted changes are all on-topic, although there aren't many. The § Security section of the live article could have more content — perhaps subsections talking about how the 2013 bombing affected the race to be different. Here are some sources that you can look at:

The article did mention that a record number of people turned up to either race or to watch the race, and this time the event was safely concluded. What are the reactions of the public/media/organizers? You could include some of this as a final section of the article. There should be some suitable images you can add as well.
