SOVIET UNION LEADERSHIP [1]. Union of Soviets socialist republics commonly known as SOVIET UNION was a socialist state headed by collective leadership of three leaders either elected or appointed.In these three leadership one will evolve to become powerful or supreme or defacto depending on consolidation of power by building power base or winning support of other powerful leaders in either politburo, central committee and presedium or all of them.Soviet Union had three leaders, The secretary general of the communist party of the Soviet Union, chairman of the council of ministers, chairman of the presedium of supreme Soviet (1)The general Secretary of the communist party of Soviet Union-the general Secretary of the central committee communist party was the head of the communist party and defacto leader of Soviet Union because the central committee acted as a central command of both communist party of Soviet Union (CPSU) and Soviet government meaning that also decisions or policies over the government is decided by general Secretary through communist party politburo and not PREMIER (prime minister) making general Secretary More powerful than premier general Secretary is nominated by politburo with approval from Central committee and then elected by party congress (2) Chairman of council of ministers or chairman of people commissars or premier or prime minister-chairman of the council of ministers was The head of Ministerial council responsible over the Soviet government, the chairman was either defacto or dejure head of government depending on how he/she has created his/her power base.premier is either elected or appointed by presedium of supreme Soviet with the approval from central committee. (3) Presedium of the supreme Soviet- was a collective executive council rensponsible over state the head of it was chairman or president who was also the nominal head of State with very few powers.The presedium is usually elected by supreme Soviet congresses.
