A 'Nuclear sponge' is an application of nuclear strategy that aims to divert a potential adversary's nuclear strikes away from major population centre to reduce the risk of civilian casualties.[1]

The theory in application is generally a large number or all of a nuclear-armed nation's land-based nuclear weapons being located in a confined area away from major population centres with the idea that an adversary would have to utilize a large number of their nuclear arsenal on the land-based locations to minimise the risk of a nuclear second strike retaliation.[2]

The current United States arsenal of LGM-30 Minuteman III ICBM's are located in the Great Plains, a geographical area of flat agricultural terrain away from major urban centres.[3]
