Pick arbitrators for the newly open case by selecting the first three members from the top of the "No active case" list skipping any that are recused for the case. If you run out of available arbitrators, move to the next section.
When an arbitrator is assigned to a case, move them to the bottom of the next section (e.g. from "One active case" to "Two active cases").
When a case closes, move the arbitrators that were assigned to it to the bottom of the previous sections (e.g. from "One active case" to "No active case").
An arbitrator returning to activity should be put at the top of the appropriate section unless requested otherwise.
