Teng Chang Yeow (born December 12, 1964 in Johor; simplified Chinese: 邓章耀; traditional Chinese: 鄧章耀; pinyin: Dèng zhāngyào) is a Malaysian politician. He was the Penang state executive councillor in charge of tourism development and environment from 2004 to 2008 and currently (April 22, 2012) was appointed to be Penang State Barisan Nasional Chairman by Prime Minister Najib Tun Razak.

He is currently the Secretary General of Parti Gerakan Rakyat Malaysia (Gerakan), a member of the ruling Barisan Nasional coalition and he is seen as an aggresive young leader in the party.

Background

Teng Chang Yeow was born in Batu Pahat,Johor in December,1964. He attended primary education at Montfort English Primary School from 1971 to 1976. His secondary education was at Batu Pahat High School from 1977 to 1983. He graduated from Universiti Sains Malaysia in 1988 with a Bachelor of Arts (Hons.) majoring in history and minor in management. During his student days, he was actively involved in students movement. He was the Secretary General II of USM Chinese Language Society in the academic year of 85/86 and was elected to USM Students Union in the academic year of 86/87. Prior to his political career, Teng worked as a human resources personnel in Batu Pahat and as an exceutive secretary in Parti Gerakan HQ in Kuala Lumpur.

Political career

He joined Parti Gerakan Tanjong Bunga branch as a member in 1991. In 1992, he was appointed as a Municipal Councillor of Penang Island Municipality. He served as a Councillor from 1992 to 1995. He was the Chairman of the Council's Licensing Committee from 1993-1995. He sat in the finance,assesment appeal, building and planning committee.

In year 1995 general election,Teng was made a candidate for Padang Kota state seat. He contested against DAP State Chairman, Karpal Singh and won with more than 2400 majority. He went on to defend the seat in 1999 and 2004 general election against DAP State Chairmen Chow Kon Yeow. He lost to Chow in the 2008 general election. He,then contested Bukit Tengah state seat in 2013 general election and Tanjong Bunga state seat in 2018 general election but lost in both elections. He retired from politics in 2018.

Teng was appointed by Tan Sri Koh Tsu Koon, the Chief Minister of Penang as his Political Secretary in 1997. He served from 1997 to 2004. After the 2004 general election, he was appointed as a member of the State Executive Councillor (EXCO). He was made to head the Tourism Development & Environment portfolio. He was also made the Chairman of the Preparatory Committee for the listing of George Town as a World Heritage site. It was during this period that the dossier for the inscription was finally completed for submittion to UNESCO.

His Commitment To Penang

1998-2003 – Direct involvement as Chairman and Co-ordinator in finding solutions and drawing up rescue packages for 5 abandoned commercial and housing projects in Penang. All 5 projects were successfully revived and completed – Queensbay Mall (formerly known as Bayan World Mega Mall), Prangin Mall, Taman Green, Taman Simpang Empat and Taman Muhibbah, SPS.


2000 – Direct involvement and participation with traders of Penang Road in formulating activities and development plan to turn Upper Penang Road into an entertainment night spot from a deserted area. The spot is currently the most active entertainment and dining spot in Penang.


2004 – Instrumental and direct involvement as chairperson in formulating Penang Tourism Strategic Plan 2004-2009, creating Institutional Framework for Penang’s tourism industry as well as creation of Tourism Industry Network (TIN) for private-public sector co-operation. Established the Penang Health Group in 2004 to promote medical tourism, and formulated marketing and development programmes for Penang Health Group which resulted in a total turnover of over RM180m and a record number of over 100,000 patients by 2007.


2004-06 – Direct involvement as chairperson in formulating eco-tourism overall development plan for Penang. Involvement in drawing up management plan for Penang National Park, development plan and expansion programmes for Penang Botanical Gardens, development plans for Pulau Jerjak State Park and Bukit Panchor State Park as well as instrumental in publishing the Penang ‘s Forest Trails Guide. Chairman of the Tsunami Crisis Management Committee on Tourism.


2006-07 – Direct involvement in drawing up planning guidelines for heritage conservations in George Town and responsible for the formulation of management plan for heritage zone in George Town. Chairperson of the preparatory works for listing of George Town as a World Heritage Site for the State of Penang which was successfully inscripted together with Melaka in July 2008 by UNESCO.
