Since the 1960s, overseas travel restriction or regulation ways have been continuously reviewed to prevent foreign currency waste from traveling abroad. However, since the 1980s,The liberalization of international travel has begun to take place in catering to the globalization of national life. Since then, Koreans have been able to travel freely abroad.[4]

The reason why people are going to travel to Seoul is they can enjoy various cultural activities.[10] Due to the metropolitan area centralization of cultural infrastructure, there is a wide gap between interregional. According to the Ministry of Culture, Sports and Tourism, cultural infrastructure such as the public library, museum, art galleries are 492 numbers in Gyeonggi(19.0%), 356 numbers in Seoul(13.7%), 97 numbers in Incheon(3.7%). 36.4 percent of the total cultural infrastructure is concentrated in the metropolitan area. 'Assuming that the art index is 100% in Seoul, Ulsan is 4.4%. Busan, which has the largest population in province, is 17.7%. Compared to Seoul, provincial cultural and artistic activities are remarkably low.[11] Like this, there is a great cultural gap between the center and the countryside, so many people travel to Seoul to enjoy these things.
