This file was first published in outside the United States in a country with whom the US does not have copyright relations (Afghanistan, Ethiopia, Eritrea, Iran, Iraq, San Marino, and Turkmenistan). According to Wikipedia and Circular 38a of the U.S. Copyright Office, as of January 2010, published works originating in these countries are not copyrighted in the United States, regardless of the local copyright laws.
