When an article is placed on my desk for cleanup, I look it over first to try and judge how to clean it up. I ask the following questions:
- Is the subject meant for Wikipedia? If not, votes for deletion or transwikiing may be the best thing to do with the article.
- Is the article NPOV?
- Does the article require a major rewrite, or a minor cleanup?
- Do I have access to enough information to work on this article?
Once I have figured out the answers to those questions, it is easier to begin working on the article. Often I consult with the person who referred it to the taskforce and ask them what they think about the article. If the article only requires a minor cleanup, I tweak it and send it on its way. More often than not, however, an article requires a major rewrite. Such articles sometimes have lengthy discussions or a number of users working on it, and in that case I sometimes find it most useful to create a duplicate of the article in my userspace and work on it there until other users agree it is worthy enough to be put into the main namespace.
