Biography
[edit]Born on April 01, 1951 (70) in Tashkent city, Soviet Socialist Republic of Uzbekistan.
1968-1972 – student of Tashkent Institute Theater and Arts named after A.N. Ostrovskiy (now State Institute of Arts and Culture of Uzbekistan);
1974-1982 – teacher, deputy dean, dean of the faculty of Tashkent State Institute of Culture;
1982-1986 – PhD student of Leningrad (Saint-Petersburg) State Institute of Culture;
1986-2000 – Head of “Mass Events Direction” Department, dean of Tashkent State Institute of Culture;
2002-2005 – Rector of Tashkent State Institute of Arts;
2005-2012 – First deputy on Culture of the Minister of Culture and Sports of the Republic of Uzbekistan (Minister Alisher Azizkhodjaev);
2012-2017 – First Rector of State Institute of Culture and Arts created on the basis of State Institute of Arts of Uzbekistan and Tashkent State Institute of Culture[1];
2017-2020 – Rector of State Conservatory of Uzbekistan;[2]
2017-2020 – Minister of culture of the Republic of Uzbekistan;[3] (Prime-minister Abdulla Aripov);
2020 - currently – Chairman of the Senate (Upper chamber) Committee on youth, culture and sports of Oliy Majlis of Uzbekistan[4].
In 1987 defended his Doctorate thesis under guidance of professor D.M.Genkin in Leningrad (Saint-Petersburg) State Institute of Culture. In 2000 received honorary title of “Honored cultural worker of the Republic of Uzbekistan”, and in 2008 – “Honored cultural worker of the Republic of Karakalpakstan”.
In 2002 received title of “Doctor of sciences” of European University of Russia, in 2003 was awarded “Badge of Honor” of Russian Academy of Natural Sciences.
Director and screenwriter of more than 500 mass events and shows.
Author of more than 10 textbooks and monographies, and more than 100 scientific articles. In 1986 under initiative of B.Sayfullaev the Department of “Mass Events Direction” was created for the first time that dealt with training directors of this specialization under Institute of Culture (now State Institute of Arts and Culture of Uzbekistan), and later on he has managed this department.
Family
[edit]Widower, has two sons and five grandchildren.
Spouse: Adiba Mansurovna Nosirova, Doctor of Education Sciences, professor (passed away in 2018).
Elder son: Nodirbek Bakhtiyorovich Sayvullaev (born in 1975) – Rector of National Institute of Fine Arts and Design named after Kamoliddin Bekhzod[1], Doctor of Arts Sciences, associate professor.
Younger son – Durbek Bakhtiyorovich Sayfullaev (born in 1986) – Director of Scientific Research Center of Studying Oriental Culture and Heritage under Tashkent State University of Oriental Studies,[2] Doctor of Historical Sciences, associate professor.
