The civil service system in the Philippines is a merit-based system that oversees the recruitment, appointment, and promotion of government personnel. It is governed by Republic Act No. 6713, which includes the Career Executive Service (CES) and non-career executive service. The competitive service, which includes positions filled through competitive examination, is open to all qualified Filipinos.

The system aims to select and promote government personnel based on qualifications and abilities, rather than political patronage or nepotism. Despite criticisms of slowness, bureaucracy, and corruption, the system remains crucial for ensuring government personnel are selected and promoted based on merit.
