The Zhejiang State Security Department is the provincial affiliate of the Chinese Ministry of State Security responsible for national security and secret policing in the coastal province of Zhejiang. Headquartered in the provincial capital of Hangzhou, the ZSSD has gained notoriety for its history of having orchestrated the majority of Chinese offensive intelligence operations against targets in Europe.
History
[edit]The Zhejiang State Security Department was stood up 12 January 1984 with the dissolution of the Zhejiang Investigation Department. By March, that was followed by the subordination of the counterintelligence units of the Zhejiang Public Security Department under the new SSD. Huang Rongbo 黄荣波 was selected as the Zhejiang SSD’s first head. His selection is thought to be perhaps an example of regional networks within the state security system because of his close ties to Zhejiang party leader Wang Fang 王芳.
Operations
[edit]Zhejiang Second People's Police Academy
[edit]The Zhejiang SSD may oversee the Zhejiang Second People’s Police Academy (浙江第二人 民警察学校), a national academy for MSS officers which was established in the pro in 1985 in a ceremony attended by then-ZSSD chief Huang Rongbo. The school may be subordinate to MSS headqtself, as it is sometimes referred to as the Hangzhou campus of the MSS’s University of International Relations and trains personnel from across the country.
