The Hangzhou Campus of the University of International Relations, (Chinese: 国际关系学院杭州校区) also called the Zhejiang Second People's Police School (浙江第二人民警察学校), and colloquially referred to as the Guoguan Hangzhou Campus, is a school operated by the Chinese Ministry of State Security located in Hangzhou, Zhejiang, China.

The campus leads the practical training of MSS officers and has been described on a local government website as ‘specializing in training special talent’. Some graduates of the Hangzhou campus have moved straight into MSS positions. The Hangzhou campus works closely with Zhejiang University on teaching and research.

The Hangzhou Campus is responsible for cultivating high-level technical professionals in the national security system and organizing academic education in international politics and other majors.

History

Early history of Qigulu school site

In 1983, the Hangzhou Municipal People's Government built the Second Cultural and Educational District of Hangzhou on the banks of the Shangtang River . Afterwards, Lot No. 88 of Qigu Road was designated as the site of Zhejiang Second People's Police School  . In July 1986, the first phase of the Zhejiang Second People's Police School started, which was undertaken by the Xucun Construction Company of Haining City, and the project cost was 4.3 million yuan.

On September 17, 1986, the inaugural meeting and the first opening ceremony of Zhejiang Second People's Police School was held in Hangzhou. Wang Fang , secretary of the Zhejiang Provincial Party Committee of the Communist Party of China, spoke at the inaugural meeting. The school is a secondary professional school for directional enrollment, directional allocation, and training of national security professionals. Zhejiang Second People's Police Academy is directly under the Ministry of State Security of the People's Republic of China. In mid-March 1987, the four main buildings including the education building, student dormitory and assembly hall of Zhejiang No. 2 Police Academy were topped off.

Guoguan Hangzhou Campus Construction and Development

In September 1997, the Hangzhou Campus of the School of International Relations was established at No. 88, Qigu Road, Hangzhou City, to undertake the task of general higher education. In 1998, it began to recruit students nationwide. The Hangzhou Campus of the Institute of International Relations is a remote campus established by the Institute of International Relations in Hangzhou, Zhejiang Province. It is an institution of higher learning that specializes in training talents for the national security system  .

In 2012, the Shaoxing Municipal People’s Government announced that the city would try to introduce three colleges and universities within the next two years : Tianmu College of Zhejiang Agriculture and Forestry University , Zhijiang College of Zhejiang University of Technology , and College of International Relations (Hangzhou Campus). The School of International Relations (Hangzhou Campus) will run schools in different places in Shaoxing City. In 2013, the Zhejiang Provincial Development and Reform Commission stated that the Hangzhou Campus of the School of International Relations had successfully signed a contract with Chang’an Town (High-tech Zone) of Haining City, and the relocation project of the Hangzhou Campus of the School of International Relations was officially settled in Haining, and strived to complete the relevant project approval procedures in 2013 , started construction in 2014.

Campus

The four main buildings including the education building, student dormitory, and assembly hall at No. 88 Qigu Road were built in the 1980s. During the construction of the first phase of the school site, the call for construction conservation was responded to and the project cost was reduced. The library of the campus is located at No. 55-4, Zhoushan East Road, Hangzhou, and is called the "School of International Relations (Hangzhou) Library." The relocation project of the Hangzhou Campus of the School of International Relations is located in the north of Hanbo Road, west of Yangshan Road, south of Chang'an Road, and east of Xueyuan Road in Lianhang Science and Education New City, Chang'an Town (High-tech Zone), Haining City, with a planned land area of ​​about 400 mu.

The school stated that Guoguan Hangzhou Campus supports the talent training goal of "wide caliber, solid foundation, strong skills, and emphasis on quality", and puts forward the goal of "taking professional teaching as the core, basic teaching as the cornerstone, and computer and foreign language application ability as the two wings" Talent training ideas. The Hangzhou campus of the School of International Relations cooperates with Zhejiang University to run schools and jointly undertake teaching, experiment and scientific research tasks.

Tibet class

Since the 1980s, Zhejiang No. 2 People's Police Academy has set up a Tibetan class to train Tibetan cadres to serve the government in the Tibet Autonomous Region. Later, it was changed to the Tibet Class of the Hangzhou Campus of the School of International Relations.
