Re [1]: The northern and northwestern limits of Yuen Long and North districts are, by definition, the border of Hong Kong along those districts. But these EAC maps have not been updated regarding the limits of the districts since they were gazetted for the 1999 election, except for the minor changes to the Sham Shui Po/Kwai Tsing boundary and the not-so-minor alterations to the Wanchai/Eastern boundary. That's the reason why the North District now covers, as appearing on these maps, some parcels made part of Shenzhen as a result of straightened meanders, whereas those parcels made part of Hong Kong are yet to be covered. If you take a map approach rather than a definition approach there would unavoidably be such discrepancies. From a navigational point of view for the general audience of an encyclopedia, however, this can be mitigated with footnotes.
