The PAVE Mint link on the template points to the PAVE § PAVE systems article section which only lists the Pave Mint with a red-link. The link in the template should be made a red-link by removing the piped link to the PAVE article. Then have some discussion. Thanks for thinking of others first, but I've commented out the Rfc header, as this fails WP:RFCBEFORE, and is wasteful of editor resources to run for a month; just discuss it. I've unpiped the link turning it red per your analysis, which I think is the right one. If others object, feel free to revert, and let us know why you think it is better as a blue link which points to a section which does not have any content about PAVE Mint.
