License version

I think we need more GNU GPL licensing options.

• I wanted to use “GNU GPL version 3 or later”, so I’ve substed the template and edited it.
• Others may want to use “version 2 or later”.
• Ten years from now there may be version 4.
• If most software becomes version 3, 4, 5, … , how free will this multi‐license be?
