Removed limiting statement

I've removed the statement from the header, "Note that if you are convinced someone doesn't belong in this category, you should use the talk page of the individual's article." The reason why is that it suggests improper limits on what can and should be done if the category were perceived to be misapplied to a living person. Per WP:BLP: "Contentious material about living persons that is unsourced or poorly sourced—whether the material is negative, positive, neutral, or just questionable—should be removed immediately and without waiting for discussion." If disputed on a living person biography, the category could and should be removed without discussion on the article talk page happening first. Good Ol’factory ^(talk) 21:22, 8 February 2010 (UTC)
