The purpose of this template is to calculate the count of yeas and nays for a resolution in the US Congress (or any legislative body for that matter!), how many votes are required to reach a 2/3 majority. This assumes that the 2/3 majority is only based on those "present and voting", i.e. those who vote "yes" or "no". Voters voting "present" would not be included.

Syntax: {{two-thirds|a|b}} where a are the yeas and b are the nays (the order is irrelevant though).
