- I checked the English-language sources for this article, but I don't know Chinese and thus had to assume good faith for the Chinese-language sources in this article. Also, the article is long enough (around 1,900 characters, which is greater than the necessary 1,500 characters), there are no serious issues with plagiarism or close paraphrasing (indeed, I don't think that you could improve on this without ruining this article: https://tools.wmflabs.org/copyvios/?lang=en&project=wikipedia&title=Zhang+Shengmin&oldid=&action=search&use_engine=1&use_links=1&turnitin=0 ), the hook here is interesting, and your QPQ here is done. While your QPQ here could be a little bit more thorough, I think and hope that it is good enough even as it is right now. Anyway, overall, this DYK? nomination appears to be good to go! - I think my only question, which any promoter should look into and decide on, is whether the title "General" should be used in the hook (probably not), since as best I can tell he wasn't a general back in 2010 and only became one a couple of weeks ago; in 2010 he appears to have been a "political commissar".
