Reopened. The hook makes a claim that is unsubstantiated by the article. It doesn't cover the city as a whole, as implied by the hook, it covers just those areas where TEDES has been installed. Please fix the hook before renominating. The Rambling Man (talk) 21:31, 30 August 2016 (UTC)

- This article is new enough and long enough. Going for ALT3 Because that agrees better with the source, which is dated July 2, the system having been implemented mid-April. The article is neutral and I was unable to consider policy issues as the sources are in Turkish. Cwmhiraeth (talk) 19:03, 3 October 2016 (UTC)
