Pan-African e-Network project

- Article itself meets requirements: long enough, new enough, and written in a relatively neutral tone.
- Hook is not ideal: the source for the hook claim says: "To launch first in Ethiopia, the project is seen by some as Africa's biggest ICT project ever..." which I think is not really authoritative. "Largest" seems a little ambiguous in general. Maybe it would be better to focus on a more specific detail?
