Technically, the height was restricted to 600 feet, but the building was planned to be taller from the start. The developer planned to take advantage of air rights granted by the city in exchange for public space and improved transit.

The hook facts are cited inline and any of the hooks except ALT4 could be used, the article is neutral and I detected no copyright issues. A QPQ has been done.
