- Article: IMHO, this is a new article, being a redirect converted into something with content. (Or it's 90 bytes turned into >42K bytes. Take your pick) It is clearly long enough, & appears to cite all sources at every appropriate point.
- Hook: the first is the more catchy of the two. Wish the budget amounts could be fit into the 200 character limit, though: that would grab more readers. But we have to make do with what we have.
- Has the nominator fulled the quid pro quo requirement? I don't see where that is indicated. If so, then it can be queued to appear.
