Overall: While recognizing the importance of articles for under-represented groups, it does seem that this article has a significant Notability problem. It relies almost entirely on one source, which itself may be too tied to the subject to be deemed independent. The other issues could be eventually be resolved through substantial editing, such as to remove repetitive text and for NPOV. As an aside, might have tried an ALT hook that considers, for instance, the mayor's struggles in the community.
