Overall: Article is new enough, long enough, is well-sourced and neutral. The hook is cited and is interesting. A QPQ is done. I think however there are two things to amend: the Eariwg Copyvio result gives 40.1% likelihood - most of these are due to the long names of the scientific organisations but this sentence - " Professor Obasi was the first member of the Secretariat to be elected as WMO Secretary-General and the first African to be elected head of a UN body." - I do think is too close to the ClimDev source, please could you amend it? Secondly, I added a [when?] into the text, where it wasn't clear what the timeframe was - if you mean today, I'd put "as of 2023". Thanks very much, really interesting article.
