Nomination was never transcluded and thus never seen for review. However, as the initial edit says the article is almost entirely copied from a public domain document, the article would not have 1500 characters of original prose, a DYK requirement. (Reprinted public domain material does not count for DYK purposes.) Closing as unsuccessful after 18 months.
