This template is used on the talk pages of pages that have active restrictions placed under a contentious topic to notify editors that the restrictions exist. If no restrictions are active, you should instead use {{Contentious topics/talk notice}}.
The template requires you to declare which arbitration decision authorised the contentious topic designation, by specifying a #decision code.
You should place the template at the top of the talk page, below the header (if used) but above all other templates.
The template places the page into Category:Wikipedia pages about contentious topics unless nocat=yes
is included.
Anyone may place a contentious topics talk page notice,[1] but only administrators are allowed to place restrictions.[2]
The page it is placed on must be within the topic area of the arbitration case. Keep in mind that many topic areas are "broadly construed". Clarification of whether a page is in a topic area can be requested at Wikipedia:Arbitration/Requests/Clarification and Amendment.

If an article has sanctions but doesn't fit into one of the above topic areas, this template is unsuitable. Use {{sanctions}} instead.
