At Council of State (Belgium) it says: "The Council has 44 judges: a first President, a President, 14 Presidents of Chambers, 28 Councillors"; "FIrst President" is the title of the position held. I've clarified this in the article. The same page also says "it is the Supreme Administrative Court of Belgium. Its functions include assisting the executive with legal advice and being the supreme court for administrative justice". Being the top judge in a highest tier national court easily passes WP:NPOL, "judges who have held international, national or sub-national (statewide/provincewide) office". This too has been made more explicit in the article, as have the publication dates of the sources already referred to.
