when to excise references?
[edit]A great many articles have had existing references to the DoD's versions of documents excised and replaced with NYTimes references. The references were excised from this article.

- There are lot's of reasons for replacing references.
- "replace the broken link primary source pdf reference with a fast loading secondary source reference (same document)"
