I've stubified the article, so as to avoid copyright infringment. Even so, as a government agency, its web site is "fair game." Bearian (talk) 22:50, 5 May 2008 (UTC)[reply]

It doesn't look like a government agency to me (not a .edu or .gov site), but I might be mistaken. The site states at the bottom "All rights reserved. © 2004 eCollege", though that may refer to the use of eCollege's trademarks, etc. rather than the content.
