I have revised the article to try to remove recentism bias. The article should be about the "Wyoming State Penitentiary", including in historic facilities. It did not spring into existence in 1980. However, it is not clear to me what is the relationship of the current complex to the 1901 complex. Are they entirely separate, geographically, or is it one continuous area?
