Suggestion to merge/redirect from predecessor organizations

Predecessor organizations are International Federation of the Blind and World Council for the Welfare of the Blind. I suggest that a redirect should be created for the former (which has no article), while the latter should be converted into a redirect, incorporating the little bit of pertinent information from that article into this article.
