I disagree that this song is specifically about 'a physically handicapped person'; it certainly could refer to someone who is blind, for example, and the video (https://www.youtube.com/watch?v=6zpYFAzhAZY) includes children with Down Syndrome. The lyrics "Doctors ... Stand over my bed Disbelieving what they're seeing" might imply that the disability is visually apparent, but only if you take it very literally - it could equally be a learning or behavioral disability.
