Why is Powers referred to as "Dr."?

This article references "Dr." William Powers Jr. but I can't find any evidence that he holds a doctorate other than a J.D., which doesn't entitle one to use the "Dr." prefix. University of Michigan

I don't know that the president of UT did not work at U of M, but I do know that a different Dr. William Powers who happened to receive his PhD from UT in engineering in 1968 was a professor there from 1968-1980 [1]. I was a student.99.62.145.133 (talk) 11:46, 13 December 2013 (UTC)FPorter[reply]
