Marcy Amendment to Paris Declaration

The Paris Declaration article references "the Marcy Amendment," linking to this article, but there is no information about said amendment. Perhaps someone versed in this episode could add a section about it as it kept the US from ratifying the Declaration, which became a significant component of international maritime law. Gadsden Purchase not last major acquisition of land for the continental United States.

Maybe this should be reworded. The last time I looked, Alaska was part of the North American continent, making its acquisition in 1867 by Seward the last "for the continental United States."
